Design and implementation of an adaptive change methodology for the National Center for Government Resources Systems. Scope includes a flexible, unified change framework; project-specific change programs for current and future initiatives; tools for change and unified system management aligned with the Unified Government Resource Program (UGRP) and modern technologies; and stakeholder awareness campaigns for internal, external, partners, and beneficiaries.

A. The Challenge

NCGR required a unified, adaptable change approach to standardize launches across diverse systems and projects, align with UGRP and modern technologies, and engage varied stakeholder groups to ensure adoption and sustained benefits.
